Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just eight days before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The four chatbots tested by the AP “often end up with the same two parties”, regardless of the user’s question or command, the regulator noted in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the study indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
